It's a way of denoting time zones. UTC (Universal Coordinated Time) is a time zone that most computer systems use because having a consistent standard is important in CS and in most professions. Every time zone in the world can be written as an offset of UTC. So, for example, PST can be written as UTC-8, because it's eight hours behind UTC. The time in Britain, IIRC, is UTC+2, as it's two hours ahead of UTC.

UTC is mainly used because you don't have to arbitrarily define the time zone. You could say "UTC-3" and everyone would instantly know what you were talking about, as opposed to saying something like "EST" and having people try to remember what time that means in relation to them.

Also it helps clarify with regards to daylight savings time. For instance, sometime people say EST when they really mean EDT, eastern daylight time. However, if you talk about UTC-4 or UTC-5, it is immediately clear what time zone is being referred to.

Back in the 1800's when gas was expensive and the only way to light things, Ben Franklin suggests we screw up our sleep schedules to maximize the amount of daylight we get without paying for lights. Also it helps make sure things like kids biking to school and driving and such occur when the sun has risen rather than in the dark.
  
but doesn't daylight saving just make it get darker earlier in the winter?

there's always a good and bad i just don't see a tangible benefit to it

The timestamps don't match GMT though, they match Reykjavik and Dakar on UTC-0100. Kinda looks like daylight savings adjustment applied to a base time that would not normally use daylight savings.

It does. And the then-current time in GMT was 11:46.

Right now it's 10:15 here, 2:15 in timestampland, and 3:15 in London.
  
London is currently in BST, which is UTC+1. I think that's where the confusion comes from; despite the name, Greenwich is only in Greenwich Mean Time for part of the year.
